Does governance efficiency matter for national innovative capacity? One tale from different countries Scopus SSCI

© 2018 Informa UK Limited, trading as Taylor & Francis Group Various factors possibly impact on national innovative capacity. Governments are makers and implementers of national innovative policies, then, does its governance efficiency matter for the innovation of a country? Empirical evidence about the relationship between governance efficiency and national innovative capacity is still inadequate. To fill this research gap, the authors, based on the application of machine learning technique, have selected valid variables, conduct analysis with different models using the panel data of 117 countries from 1995 to 2015. The results of different models show that governance efficiency has a significant and positive impact with stability and reliability on innovation. In addition, the authors divide the 117 countries into different regions in accordance with economic development and geographic proximity, found that governance efficiencies of different regions have a heterogeneous but positive impact on national innovative capacity. Finally, potential policy implications are discussed.

Abstract :

This article investigates the effects of institutions on FDI spillovers considering firm heterogeneity and various spillover mechanisms. We test our hypotheses using data on Chinese manufacturing firms from 1998 to 2013. We find that intellectual property rights protection lowers the positive demonstration effect of FDI on local productivity, while such negative effect is smaller for local firms with higher technological competence. Government interference reduces the negative competition effect of FDI on the productivity of local firms and this effect is even stronger for state-owned firms. For firms with high relationship-specificity, vertical spillovers through the backward and forward linkages are larger in regions with better rule of law.

Abstract :

We study the informational effectiveness of electoral campaigns. Voters may not think about all political issues and have incomplete information with regard to political positions of candidates. Nevertheless, we show that if candidates are allowed to microtarget voters with messages then election outcomes are as if voters have full awareness of political issues and complete information about candidates' political positions. Political competition is paramount for overcoming voters' limited awareness of political issues but unnecessary for overcoming just uncertainty about candidates' political positions. Our optimistic results break down if microtargeting is not allowed or voters lack political reasoning abilities. In such cases, negative campaigning comes to rescue, at least in the majoritarian model.

Abstract :

Economic theories suggest that carbon price movements are closely related to economic fundamentals. This paper develops an economic state-dependent (SD) approach to evaluate carbon market Value-at-Risk (VaR) that incorporates information from macroeconomic fundamentals into carbon return VaR modeling and forecasting. This method implements an economic SD sampling scheme that utilizes historical carbon return observations from the relevant economic states to predict future carbon market VaR. Applying this SD method to the European Union (EU) carbon market, we confirm that the EU fundamental economy has two distinct states that correspond to "expansion" and "recession" periods and that the carbon returns have different distributions in the two states. We find that the SD method outperforms the traditional non-SD methods in out-of-sample VaR forecasts, and this is particularly evident when the carbon market experiences large-scale economy-driven structural breaks. Catastrophic health expenditure in households with chronic disease patients: A pre-post comparison of the New Health Care Reform in Shaanxi Province, China SSCI SCIE PubMed Scopus

Introduction In 2009, China officially launched the New Health Care Reform (NHCR). One important purpose of the reform was to reduce financial burden of health care through health insurance expansion and health care provider regulations. This study aimed to provide evidence on the effect of the NHCR reform on catastrophic health expenditure (CHE) by comparing the occurrence and inequality of CHE among households with chronic diseases patients before and after the reform. Methods This study used the subset of data from the 2008 and 2013 National Health Services Survey conducted in Shaanxi Province. Our sample included households with chronic diseases patients and excluded observations with key variables missing. The final sample size was 1942 households in 2008 and 7704 households in 2013. We defined CHE occurrence following the definition of the World Health Organization (WHO). The income-related inequality in CHE was measured by the concentration index. A multi-level logistic regression model was used in the study to explore the influence of the NHCR on CHE occurrence, controlling for important covariates. Results From 2008 to 2013, the occurrence rate of CHE in rural areas declined from 29.15% to 23.62%. However, the CHE rate in urban areas increased from 19.18% to 24.95%. The interaction term between year and rural/urban location was statistically significant, confirming that the influence of the NHCR on the CHE occurrence rates were heterogeneous between rural and urban areas. As for the CHE inequality, the concentration index in rural areas decreased from -0.4572 to -0.5499 with a p-value less than 0.05. This implied that the CHE occurrence inequality was increased after the implementation of the NHCR. Conclusion Our study suggested that the implementation of the NHCR might not have been effective in reducing the CHE occurrence for households with chronic disease patients. Although the occurrence of CHE of rural households had decreased, the occurrence of CHE in urban areas was higher than before. In addition, the income inequality of CHE occurrence was greater in 2013 compared to that in 2008 in rural areas. Although the reform resulted in higher insurance coverage and higher government expenditure in health care, the financial burden of health care on households did not necessarily improve. Further efforts on developing the current health insurance system and optimizing the hierarchical health care system are required to improve the protection against CHE.

Abstract :

This article investigates price determinants and investment performance for paintings from mainland China using hedonic regression analysis applied to a new dataset from over 190,000 auction transactions. The price index obtained indicates that from 2000 to 2015, the average annual appreciation in value of Chinese art was 8.42% in real USD. Compared with American artwork, global artwork, and traditional financial assets, Chinese art possesses a comparatively better risk and return profile and a low correlation with other assets. Finally, regarding the masterpiece effect, the conclusion is that highly priced Chinese art does not underperform the market.

Abstract :

This paper investigates how landlord port authorities should offer concession contracts to their terminal operators under two different goals, by building a two-stage game for each goal. If maximizing the weighted sum of fee revenues and throughout benefits is port authorities' goal, then the optimal concession contract can be any of the two-part tariff, the unit-fee, and the fixed-fee contracts. Accordingly, our special cases include previous works assuming that port authorities maximize either fee revenues or throughput benefits. By contrast, if maximizing the social welfare is the goal, then we find that subsidizing terminal operators, instead of charging them, is port authorities' best choice. This result is not yet discovered in the literature.

This paper investigates optimal concession contracts offered by a landlord port authority to competing terminal operators given minimum throughput requirements. Three contract types considered are fixed-fee, unit-fee, and two-part tariff. We find that the unit-fee contract is always the best, and the port authority becomes better off by imposing minimum throughput requirements. These results remain true when demands for and/or costs of port's services are uncertain, when terminal operators compete in service prices, when operators' congestion costs are considered under specific conditions, when dissimilar contracts are offered to different operators, or when there are more than two operators. Abstract :

This Special Volume (SV) focuses on finding effective ways to achieve sustainable development. This introductory article contains an overview of the articles, divided into four topics: (a) sustainable natural resource management based on large scale data (b) environmental pollution and prevention through large scale data, (c) technological challenges involving green innovation, and (d) big data modeling and mining involving green growth. Taking into account the seriousness of environmental pollution, sustainable development papers based on big data are clearly the most important contributions of this SV. Some authors reported on the relationship between environmental pollution and influencing factors, such as shelling, traffic density, e-commerce environmental regulation, technological innovation and green supply chain behavior. Some authors investigated sustainable natural resource management based on large scale data, including energy, generation and agricultural land. Some authors studied green innovation from various perspectives, and built different models to analyze green growth problems. The findings and recommendations are positive and encouraging. However, it is clear that many additional challenges must be solved in order to establish and support systems which will guide and monitor transformations into sustainable, livable, and low pollution. Much work remains, but the wisdom in the articles in this SV will help societies transition. © 2018 Elsevier Inc.

文章基于开放经济菲利普斯曲线,研究了人民币实际有效汇率变动的物价传递效应,并利用滚动回归估计方法进一步对汇率传递趋势进行了考察.结果表明,汇率变动对物价的传递并不完全,而且不同于以往将汇率传递趋势归因于通货膨胀环境的改变.消费篮子中进口品比重与汇率传递趋势之间的关系更为密切,即相比于通货膨胀环境,汇率传递效应受我国贸易依存度的影响更大.
