Does governance efficiency matter for national innovative capacity? One tale from different countries Scopus SSCI

© 2018 Informa UK Limited, trading as Taylor & Francis Group Various factors possibly impact on national innovative capacity. Governments are makers and implementers of national innovative policies, then, does its governance efficiency matter for the innovation of a country? Empirical evidence about the relationship between governance efficiency and national innovative capacity is still inadequate. To fill this research gap, the authors, based on the application of machine learning technique, have selected valid variables, conduct analysis with different models using the panel data of 117 countries from 1995 to 2015. The results of different models show that governance efficiency has a significant and positive impact with stability and reliability on innovation. In addition, the authors divide the 117 countries into different regions in accordance with economic development and geographic proximity, found that governance efficiencies of different regions have a heterogeneous but positive impact on national innovative capacity. Finally, potential policy implications are discussed.

Political Awareness, Microtargeting of Voters, and Negative Electoral Campaigning SSCI

Abstract :

We study the informational effectiveness of electoral campaigns. Voters may not think about all political issues and have incomplete information with regard to political positions of candidates. Nevertheless, we show that if candidates are allowed to microtarget voters with messages then election outcomes are as if voters have full awareness of political issues and complete information about candidates' political positions. Political competition is paramount for overcoming voters' limited awareness of political issues but unnecessary for overcoming just uncertainty about candidates' political positions. Our optimistic results break down if microtargeting is not allowed or voters lack political reasoning abilities. In such cases, negative campaigning comes to rescue, at least in the majoritarian model.

Abstract :

This article investigates the effects of institutions on FDI spillovers considering firm heterogeneity and various spillover mechanisms. We test our hypotheses using data on Chinese manufacturing firms from 1998 to 2013. We find that intellectual property rights protection lowers the positive demonstration effect of FDI on local productivity, while such negative effect is smaller for local firms with higher technological competence. Government interference reduces the negative competition effect of FDI on the productivity of local firms and this effect is even stronger for state-owned firms. For firms with high relationship-specificity, vertical spillovers through the backward and forward linkages are larger in regions with better rule of law.

Optimal concession contracts for landlord port authorities with different pursuing goals SSCI Scopus

Abstract :

This paper investigates how landlord port authorities should offer concession contracts to their terminal operators under two different goals, by building a two-stage game for each goal. If maximizing the weighted sum of fee revenues and throughout benefits is port authorities' goal, then the optimal concession contract can be any of the two-part tariff, the unit-fee, and the fixed-fee contracts. Accordingly, our special cases include previous works assuming that port authorities maximize either fee revenues or throughput benefits. By contrast, if maximizing the social welfare is the goal, then we find that subsidizing terminal operators, instead of charging them, is port authorities' best choice. This result is not yet discovered in the literature.

文章基于开放经济菲利普斯曲线,研究了人民币实际有效汇率变动的物价传递效应,并利用滚动回归估计方法进一步对汇率传递趋势进行了考察.结果表明,汇率变动对物价的传递并不完全,而且不同于以往将汇率传递趋势归因于通货膨胀环境的改变.消费篮子中进口品比重与汇率传递趋势之间的关系更为密切,即相比于通货膨胀环境,汇率传递效应受我国贸易依存度的影响更大.

信息技术和人力资本是企业进行技术创新的重要资源,现有研究没有考虑二者对创业企业技术创新的影响.基于企业资源理论,分析了信息技术、人力资本以及二者的交互效应对创业企业技术创新的作用机制,并采用世界银行中国企业调查数据进行了实证检验.结果发现:(1)信息技术显著地促进了创业企业的研发投入、产品创新和流程创新;(2)创业者的人力资本虽然也促进了研发投入、产品创新和流程创新,但影响较弱;不同类型的企业员工人力资本对研发投入和产品创新均无影响,但企业工人和管理人员的培训对流程创新发挥了较小的促进作用;(3)在研发投入中,信息技术和不同类型人力资本的交互效应均不存在.对于产品创新,信息技术因管理人员培训增加了对产品创新的影响,但因企业员工技能而作用降低.在流程创新中,创业者的人力资本和企业员工受教育程度均提高了信息技术的作用.

中国家庭基本用电需求测算

我国自2012年实施居民生活用电阶梯式电价政策以来,关于如何设定阶梯电价第一档电量仍然存在诸多讨论.本文尝试运用最小终端法构建家庭用电需求模型,基于2012年和2016年中国家庭追踪调查数据估计我国城乡家庭基本用电需求量.结果表明:2012年的中国家庭基本用电需求量低于2016年,农村的家庭基本用电需求量低于城市,反映了中国家庭用电需求还处于一个快速上升的阶段,且具有城乡差异;对典型气候区代表省市进行估计,并与当地现行阶梯电价标准进行比较,可以发现,2012年我国阶梯电价第一档电量标准普遍设定偏高,但2016年部分地区第一档电量标准可能反而设定偏低.因此,阶梯电价的设定应该因地制宜,根据实际地区社会经济发展情况和人民生活水平进行适时动态调整,以实现其收入再分配和促进节能的政策目标.

二氧化碳影子价格的稳健估计是评估边际减排成本、设定环境税框架以及评价碳排放权交易体系有效程度的基础性工作.本文在采用自体抽样方法(bootstrap method)的基础上,通过构建二氧化碳影子价格的稳健估计模型,测算了中国36个工业行业1998~2011年的二氧化碳影子价格.研究结果表明:(1)在参数线性规划模型下,忽视随机因素对生产前沿的影响,会低估二氧化碳影子价格.稳健估计得到中国工业行业二氧化碳影子价格平均值为5480元/吨,远低于现有研究估计结果.(2)二氧化碳影子价格在不同行业间存在较大差异并呈扩大趋势,表明行业间存在巨大的碳排放权交易空间,但是36个行业中有越来越多的行业已经向“清洁型”生产技术转变.(3)二氧化碳边际减排成本与碳排放强度之间具有显著的“倒U形”关系,行业碳排放强度的临界值为10.37吨/万元.行业的碳排放强度控制在临界值以下时,可以实现有效减排和生产技术清洁化.(4)我国未来二氧化碳减排政策应采取数量机制和价格机制相结合的策略,价格机制控制碳排放强度较高的行业,数量机制实现行业间边际减排成本的趋同.

2008年国际金融危机后,中国银监会把债权激励作为银行业薪酬制度改革的重要方向.理论上讲,债权激励存在防范风险、稳定金融的作用;而现实中,债权激励是否降低了银行系统性风险,其影响机制如何?文章利用CoVaR方法,测度了中国上市银行的系统性风险,构建非观测效应面板模型分析了债权激励影响银行系统性风险的直接与间接效应.研究发现:(1)债权激励能够显著降低银行系统性风险,存在直接影响效应.(2)债权激励对银行系统性风险的间接影响效应有两种渠道:其一,通过缓解期限错配,弱化银行间借贷关联,抑制银行系统性风险;其二,提高非利息收入(尤其是手续费及佣金收入)占比,强化银行的收入稳定性,达到降低银行系统性风险的目的.而衍生金融工具对银行系统性风险的影响存在不确定性,原因在于监管部门和银行业对衍生金融工具的使用过于谨慎.文章的结论对于中国银行业薪酬激励方案改革、优化审慎监管方向、防范银行系统性风险具有重要的政策意义.

发展绿色农业需要准确而全面地掌握农业绿色发展现状,因此测算农业绿色全要素生产率成为一项重要的基础性研究工作.现有文献在投入产出指标选择上未达成统一认识,尤其对于非期望产出指标的选择争议较大,因此影响测算结论的科学性.本文在综合借鉴已有文献的基础上,依据中国农业的发展现实及统计数据的口径资料,对农业的投入产出指标进行重塑,着重分析了碳排放作为非期望产出的现实基础,利用基于SBM-DDF方法的Luenberger指数对2001-2015年中国31个省份的农业绿色全要素生产率进行测度,并分析其时空演变和收敛性.研究发现:①中国农业平均碳排放强度从2001年开始经历了小幅上升期和平衡期,并在2006年之后呈现出显著下降趋势,中部农业碳排放强度最高,西部最低.②碳排放的无效率和机械动力投入的无效率是各省农业绿色无效率的主要来源;与东部相比,中西部劳动投入的无效率性显著,尤其西部应该加快农业劳动力的转移.③中国农业绿色TFP年均增长率为1.56%,增长率在东中西部依次递减,在粮食主产区、主销区和平衡区依次下降.④除粮食主销区存在绝对β收敛外,全国、东中西部、其余粮食功能区均不存在绝对β收敛和σ收敛;但全国及各区域均存在显著的条件β收敛.结论启示,依靠提升绿色TFP来实现中国农业绿色发展尚有很大空间;农业绿色全要素生产率较低的省份应加强与“前沿省份”的交流与合作,通过引进先进农业生产技术和农业管理经验,逐步缩小与“前沿省份”的差距;特别对于粮食主产区,各省份间呈现出明显的两极分化现象,这不利于粮食生产安全.
