Provided　is　a　slag　buffer　system　having　a　flow　control　function,　　comprising　a　slag　ladle　shell　(17),　　a　stopper　rod,　　a　stopper-rod　control　mechanism　(13),　　and　a　slag　drop　tube　(10);　　the　upper　part　of　the　slag　ladle　shell　(17)　is　provided　with　a　slag　inlet　(15),　　the　bottom　is　provided　with　several　water　openings　(6),　　and　the　lower　parts　of　the　water　openings　(6)　are　provided　with　the　slag　drop　pipe　(10)　having　a　flow　meter　(11);　　one　stopper　rod　is　arranged　corresponding　to　each　water　opening　(6);　　the　stopper　rod　is　arranged　directly　above　the　corresponding　water　opening　(6);　　the　stopper-rod　control　mechanism　(13)　is　used　for　controlling　the　flow　area　between　the　stopper　rod　and　the　water　opening　(6).　The　molten　slag　flows　in　from　the　slag　inlet　(15)　above　the　slag　ladle　and　is　stored　in　the　slag　ladle,　　and　flows,　　via　the　water　openings　(6),　　out　from　the　bottom　of　the　slag　ladle　through　the　slag　drop　pipe　(10).
