Reciprocal　altruism　offers　the　possibility　of　dynamic　cooperation　in　the　game　of　the　prisoner＇s　dilemma.　Through　the　reciprocal　altruism　game　model,　the　cooperative　behavior　of　actors　in　the　cooperative　governance　of　common-pool　resources　can　be　explained,　while　providing　a　complement　to　Ostrom＇s　statement　of　the　first-order　dilemma　of　institutional　change　from　the　perspective　of　reciprocal　altruism.　©　2021　ACM.
