Disaster policy and emergency management reforms in China: From Wenchuan earthquake to Jiuzhaigou earthquake SCIE SSCI

Abstract :

The article addresses policy changes and reforms in emergency management system in China comparing two major earthquakes. The Wenchuan earthquake in 2008 helped to uncover problems with the Chinese emergency management system. Almost a decade later, the Jiuzhaigou earthquake in 2017 also mobilized a national disaster response. These two major disasters provided opportunities to analyze changes in the disaster policy of China. This study adopted policy text and social network analyses to compare the emergency response plans used for both earthquakes. Policy learning and administrative reforms, including changes in the local disaster response organizations and emergency support functions, of local emergency management practices after the Wenchuan earthquake were highlighted. At the local level, the interorganizational collaboration network was better coordinated in 2017. The findings suggest some improvements for the disaster policies and practices of the local governments of China.

Collective resistance intention of migrants to resettlement policies: the role of influential pathways of information sources SSCI Scopus

Abstract :

The failure of large-scale resettlement policies has been largely determined by the collective resistance of residents. For migrants who must leave their original residence and get resettled, mass media and interpersonal communication are important sources to get policy information, which affects their attitudes and responses to resettlement policies. Existing studies have provided two pathways to explain the influencing mechanism between information sources and people's collective resistance intention. One of these pathways focuses on trust in government and the other highlights perceived benefits. However, it is still unclear how to predict migrants' collective resistance intention based on different information sources within these two pathways. By concentrating on the policy domain of Chinese resettlement projects, this study aims to develop an integrated, theoretical framework to explore the causal paths between information sources and migrants' collective resistance intention. Based on a survey of three towns in Ankang, China, we tested the causal mechanism with a structural equation model. The results demonstrate that the pathway that involves trust in government is more explanatory in illustrating the causal mechanism than the pathway of perceived benefits, and interpersonal communication yields stronger effects than mass media in mitigating migrants' collective resistance intention. The implications for resettlement policy publicity and trust-building in China are discussed. Points for practitioners Public communication is a critical competency for public managers. Public managers are recommended to flexibly apply various information sources to communicate with migrants in order to eventually mitigate their collective resistance intention by strengthening their trust in government, as well as their perceived benefits. In the early stages of policy publicity, a variety of mass media are needed to inform the migrants of resettlement policies. Then, at the stage of policy implementation, the primary focus becomes interpersonal communication that offers sufficiently detailed information. In this regard, local government managers should carry out more programs that entail face-to-face information sharing to help participants understand the resettlement policy, and encourage them to explain it to their family and friends.

Abstract :

Effectively evaluating public policy based on diverse public interests and requirements under the incremental social change in a developing city is a critical challenge. Fairness and an objective policy evaluation process need to be considered to deliver the expected policy value with large-scale population concerns. This study attempts to propose a novel stakeholder-based policy evaluation model to drive the enhancement of policy evaluation through three phases, that is, (1) policy document analysis, (2) evaluators identification, and (3) participatory policy evaluation. In Phase 1, a selection of policy measures and policy stakeholders' identification are analysed using a document analysis approach. In Phase 2, evaluators identification procedures are adopted to identify key participants through social network analysis (SNA). Finally, AHP-fuzzy comprehensive evaluation is used in the third phase to better evaluate the policy. Then, a comprehensive case study of the urban traffic restriction policy of Xi'an City is demonstrated to verify this approach. Public participation and the indirect effect are revealed as vital factors that impact the effectiveness and vitality of public policy development. The implications are discussed to obtain valuable insights for suggestions on future policies.

Abstract :

建立地方政府"稳评"操纵行为形成的演化博弈模型,在博弈均衡分析基础上,通过Agent仿真实验揭示基层"稳评"操纵行为发生的演化路径.研究结果表明:第一,地方政府"稳评"操纵行为的形成是政府执行机构、"稳评"主管部门及社会群体的动态交互过程,其"适应性"的主体选择受到某些参数变化影响.第二,在有限理性条件下,不同群体行动的博弈支付矩阵、监督参与程度以及惩戒机制对于基层"稳评"操纵行为的形成产生密切关联,同时"操纵-监督参与"实施成本的变化,将会改变基层"稳评"操纵行为发生的约束条件和个体预期,进而影响到公职人员在"稳评"运作中采取蒙蔽操控的机会主义行动意愿.

新时代需要新的公共行政学.在话语制度主义的分析视野中,行政国家的中国叙事包括了“党性”与“人民性”的背景观念与“新时代中国特色社会主义思想”的前景话语.立足中国国家治理现实的行政学话语实践,是对行政国家的中国经验进行刻画和形塑.它并非遵照先验的知识逻辑对研究对象进行切割与重组,而是强调知识生产的主体性,并以回应真实问题的经验叙事方式建构公共行政学的中国话语体系.在学科、知识、权力三维互动的意义上,围绕中国场景、中国问题的行政学话语实践,需要以“观念魅力”为表现形式在世界体系中建构和拓展中国公共行政学的全球图景.

作为一门应用型学科,中国公共管理学在研究问题、方法体系、理论价值等层面存在身份归属的模糊性,面临着“缺少关注真实中国问题的学术旨趣,面临管理主义与工具理性的挤压、理论研究碎片化”等知识增长瓶颈.文章认为,跨越中国公共管理学的身份认同困境,不能沉浸于从抽象角度讨论不同学科类型的知识传统,而应直面国家治理的真实情境,依托本土化的治国理政实践建构新型知识形态.同时,中国公共管理学的本土叙事要以“全球化与地方性、传统资源与现代情境、基础学科与多元视角、规范思辨与实证研究”四个维度的辩证叙事为方法论基础,真正构建起以问题为导向的包容性知识范式.
