Abstract：
近年来,各级党委、政府在加快经济发展的同时,不断加大社会救助工作力度,基本建成了“以城乡困难群众基本生活救助为基础,医疗、教育、住房、就业等专项救助为辅助,社会捐助为补充”的社会救助体系,有效保障了城乡困难群众的基本生活。
