The　study　on　strategy　has　undergone　a　shift　from　the　statistic　view　of　competitive　strategy　to　the　Resource　Based　View　(RBV)　that　also　holds　a　statistic　view　on　the　source　of　competitive　advantage.　This　paper　makes　the　analysis　of　present　environment　characteristics　a　start　point,　illustrates　the　nature　of　dynamic　capabilities　from　a　specific　perspective　---　organizational　learning　under　strategic　alliance,　and　uncovers　the　relationship　among　strategic　alliance,　organizational　learning,　and　organizational　performance.
